If in your honest opinion as a person deprived of your liberty, if you do not get this within the confines of this law, then there is a fall back. Who do you complain to? Finally, the Cabinet Secretary in charge, under Clause 32, is expected to make regulations. So, the story does not end here. Speaker, I beg to give notice of the following Motion:- THAT, pursuant to Section 50(2) of the Public Finance Management (PFM) Act, 2012, this House approves the increase of total indebtedness by the national Government for the time being outstanding in respect of principal amount of money borrowed, or credit obtained, from US$14 billion, equivalent to Kshs1.2 trillion to US$23 billion, equivalent to Kshs2.2 trillion.
