29 Oct 2014 in National Assembly:
Hon. Speaker, Germany continues to grow as an economy because many of the people who joined the Euro are now able to come and buy goods from Germany without having to suffer the transactional costs. For that reason, Germany is now able to increase its trade with countries within the monetary union. Those who say that Kenya is, indeed, a stronger partner in this union should then be the first ones to sign this protocol. Indeed, it is us who have the manufactured goods that need to be bought by the other countries within the region. It is us who ...

29 Oct 2014 in National Assembly:
For that reason, markets need to start opening up. They will also need to have strict rules on the players in terms of economic market management. Look at the United States of America; I just want to take an example and compare it with the European Union. When USA releases the statistics on employment every month, depending on whether it is positive or negative, what happens then is that the dollar either strengthens or weakens in the international market. Similarly, we have seen in the European markets, whenever certain economies within Europe have shown indications of going down, or not ...

29 Oct 2014 in National Assembly:

The citizens of each of these countries must say yes. In some countries in Europe, they have had to do referendums to join the EU. It is okay to do it. It is okay for a certain government like Kenya or Tanzania to go back to its people and ask: “Shall we join this monetary union?” The advantage of that is that once the people say yes, then you will have full ...

28 Oct 2014 in National Assembly:
Speaker, until this afternoon, has made a communication not once, not twice on the provisionS of Article 114. Let us not play politics. I can read Article 114 for the benefit of everybody; Article 114 is on Money Bills; sub-Article (2) says:- “If, in the opinion of the Speaker of the National Assembly a Motion makes provision for a matter listed in the definition of “a money Bill”, the Assembly may proceed only in accordance with the recommendation of the relevant Committee of the Assembly...” which is this case is the Committee on Environment and Natural Resources and the one ...

28 Oct 2014 in National Assembly:
On a point of order hon. Chairlady. We report progress on what? On what legality? We cannot report progress on a communication made by the Speaker. You are being taken round. The right thing is that we must go on. You report progress on something that is within the Standing Orders and the Constitution. How do we report progress on a communication made by the substantive Speaker? We need to move because this Bill is huge. We might have an extension of sitting time. The issue in contention is about Article 114, which is very clear. If you want to ...
