Hon. Chairlady, I think the Chairperson of the Departmental Committee on Environment and Natural Resources has made it clear. If you look at the Fourth Schedule, there is nowhere minerals are a function of the county governments. In our law making process, we must respect the spirit and letter of Constitution. Hon. Temporary Deputy Speaker, this is a very important Bill, not only to the Government, but to the whole nation. Therefore, I urge my colleagues that we just indulge. I am sure that after Clause 100, we will move faster. This is because there are very few amendments after that, so that we complete in the shortest time possible, but extend the sitting of the House. Temporary Deputy Speaker, I do not want to challenge you while you are on the Chair, but it is not procedural for a presiding officer of this House to say that he will only listen to those who are opposing debate. It is for Parliament to listen to those who are opposing and those who are supporting. At the end of the day, the Question will be put. Coming from a pastrolist area, there are places that have something called water aquifers; many kilometers where the water table is used by communities.
