Hon. Speaker, s aba saba are Kiswahili words. It means “seven seven” and it is not an unparliamentary word. If it is a unparliamentary word the Speaker will sanction me. Hon. Speaker, so, I am torn between upholding the Constitution and I will die with it. It is a very important thing. This function is one of the Senate and I want to urge the Departmental Committee on Health that in their wisdom this Report is good but it should be debated in the Senate.
