  • 19 Jun 2014 in National Assembly: Hon. Speaker, I want to make it clear. Article 245(7) of the Constitution deals with the removal of the Inspector-General. Article 251 is in respect of the members of the Constitutional Commissions as provided under Article 248; the only person who enjoys security of tenure is the Inspector-General of Police. This amendment is trying to create security of tenure for the two deputies. That is what is envisaged in the Constitution. Chairlady, this Clause proposes to introduce a new Sub-Section (1)(a) to Section 116 of the Act, which seeks to designate the Inspector-General of National Police Service as an Accounting Officer of the National Police Service. Section 116(1)(a) provides - and that is what the House passed - that the Inspector-General of the National Police Service, shall be the accounting officer of the National Police Service.   • 19 Jun 2014 in National Assembly: Based on Article 239(5), a civilian appointed by the National Treasury ought to be the Accounting Officer, in order to protect the interest of the public in security matters. Finally, there must be a separation of management of finances and that of operation and command in the service, which is very critical in my opinion and that of the President, who I am speaking here on behalf of. That is because the Memorandum belongs to him. In the promotion of better governance in the service, the primary trust of the police reforms stands. view
  • 19 Jun 2014 in National Assembly: I am sure my colleague, who is a very good accountant, is listening very keenly. What do we have in the other sectors? In the Kenya Defence Forces, for example, the General is not the accounting officer. It is always the Principal Secretary in the Ministry of Defence, who is an accounting officer for all the Armed Forces operations. So, for the reason of governance and separation of command and the resource accountability, I beg my colleagues to support the deletion of Clause 49. view
