Speaker, before I go into this Bill, I seek your direction because there are a number of Bills that were read the First Time. There is an amendment in this Bill touching on the Agriculture, Fisheries and Food Authority Act also known as the AFFA Act, No.13 of 2013. I am sure the Departmental Committee on Agriculture, Livestock and Co-operatives will need to look at it. This Bill seeks to amend that Act in order to remove fisheries from the purview of this Act. I am not seeing the Member for Suba, mheshimiwa Mbadi here. If it is hon. Duale or hon. Nkaissery who is inciting people, arrest and put him behind bars. As the Chair of North Eastern Parliamentary Group, we cannot allow our people to die.
