At the outset, I want to say that Kenya is a God-fearing country and both the Bible and the holy Quran and this Constitution do not allow what we are discussing this morning. So, you are representing a county which is free of those characters but you have asked about HIV. I totally agree with you. From all the data by the National AIDS Control Council (NACC) and the National AIDS and STI Control Programme (NASCOP), the highest prevalence rate is among this section of our society. When I listened to President Museveni, he said that he had assented to the Bill based on scientific data given to him. I want to tell my colleagues that this is a social problem.
