Hon. Deputy Speaker, this is a very sad afternoon. Let me say it like that. You have seen the conduct of the hon. Member for Mbita, hon. (Ms.) Millie Odhiambo - a Member I have a lot of respect for. I think there was a communication which was made in this House and Members have gone through a lot of induction. However, that is an abuse of the privileges a Member of Parliament is accorded.

Hon. Deputy Speaker, that is not what we should show. I want that to go on record. That Member should be named for gross violation. That is because we have no problem if the Member challenges another colleague in the House, but I think you saw what she did. I am sure the cameras of this House captured that behavour too. That is because tomorrow, another person will do the same. It is a serious breach of the Standing Orders.

Hon. Speaker, I had the privilege to serve in the last Parliament and I never saw that behaviour. Unless the Member is under the influence of something, I do not know! But I have never seen a Member behaving to the Chair and more so, to the substantive Deputy Speaker of the Eleventh Parliament in that way. I am so shocked, I even do not know what to say. The people are watching; our kids are watching us. The people of this country are watching. The dignity of this House is in question and I want to tell my colleagues ...

Hon. Deputy Speaker, you have seen that after your directive, what happened was an insult to the Chair and a breach of the Standing Orders. I want to say it on record that I am going to raise this in the House Business Committee (HBC), and it also must be raised in the Powers and Privileges Committee. This should be a deterrent to other Members. That is because I am sure my good friends, hon. Mbadi, Junet and other Members will not behave that way, including even those of the Kalausi community. They will not behave that way.
