Hon. Speaker, Sir, I wanted to cheer up the House. With regard to security I want to support the Member for Kiminini. He is right. This Committee has not touched what the National Treasury allocated to defence and security. The National Treasury has allocated enough money for housing, that is, 30,000 units across the country. This has never happened. The policemen in Kitale, Garissa, Mandera and Kajiado, this financial year, will have houses, vehicles and better intelligence gathering. There was an allocation of Kshs2 billion to irrigation projects in schools. I disagree with the Committee on this. Somebody should have brought an amendment. We needed Kshs2 billion for irrigation in all our schools so that our children can get food in the schools. The Committee ought to have looked at that. It is something that ought to be considered. However, this money should have been given to the Ministry of Agriculture, Livestock and Fisheries. Why do you retain Kshs2 billion for irrigation in schools at the National Treasury? Hon. Speaker, Sir, from the outset, I want to thank His Excellency the President for assenting to the Division of Revenue Bill as per the Constitution. Through your indulgence, I also want to make this Statement very clear from the Floor of this House that devolution is not a choice. Hon. Speaker, Sir, I will start with the Statement sought by hon. (Ms.) Shebesh. It is on the issue of prostitution in all universities. The issue of prostitution among university students was recently raised on the Floor by hon. (Ms.) Shebesh. It has also been raised quite a number of times in the media for a long time. It is important to know that no substantive evidence has been received by the Government on the vice occurring within the precincts of the universities and other institutions of higher learning. Thank you, hon. Speaker, Sir. Hon Shebesh asked about funding. The universities are getting a lot of funding from the parallel degree programmes. I think the universities, like any other institutions in this country, must account for the funding.

Nicholas Gumbo, who is my food friend, sought a Statement on the circumstances that led to the former Prime Minister (PM) of the Republic of Kenya being denied access to the VIP Lounge at Jomo Kenyatta International Airport (JKIA). Hon. Speaker, Sir, again, with your indulgence, I want to set the record straight. As per the law passed in 2003, we have three categories of lounges and you know where every person belongs. It is this House and the Government that can again do a review of that. The State Pavilion is meant for the President of the Republic of Kenya and other Heads of State. It is also for Cabinet Secretaries, Members of Parliament and the diplomatic community. So, those are the three categories, and until and unless we change the law, that is where each category will go to, as far as the lounges are concerned.
