THAT, notwithstanding the provisions of Standing Order 97(4), this House orders that each speech in Committee of Supply on a Motion that âThe Speaker do now leave the Chairâ shall be limited to five minutes, excluding the Mover who shall be limited to a maximum of 20 minutes in moving and ten minutes in replying and the Chairperson of the Budget and Appropriations Committee, who shall be limited to a maximum of 15 minutes.

Mr. Speaker, Sir, as you ask the Clerk to sort out that issue, I want to bring to the attention of this House that, as the Jubilee Coaliation with over 216 Members, the agreements we signed with individual parties making them part of our coalition, and which have been deposited with the Registrar of Political Parties, we have availed copies of those documents to the Speaker. I think my good friend, and old colleague, Hon. Ngâongo, did not cite any provision in the Constitution or Standing Orders that the Jubilee Coalition is breaching.

Speaker, Sir, I want to state here that the document that the 212 Members from various political parties, who signed agreements with us, has been availed; it is from the Registrar of Political Parties. They are not adopted but they are Jubilee Coalition affiliates. âAdoptionâ is a bad term and it is not parliamentary.

Speaker, Sir, I beg to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order 97(4), this House orders that, the debate on any Motion for the Adjournment of the House to a day other than the next normal Sitting Day in accordance with the calendar of the House, shall be limited to a maximum of three hours with not more than five minutes for each Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of ten minutes each; and that priority be ...
