Please, this is a House of rules. This is a House of the game. Hon. Speaker, Sir, I want you to instill that discipline. That the moment you enter the Chamber from that Bar, you have to go by the Standing Orders. If you want to do other things, you can do them outside the precincts of Parliament.

On a point of order, Mr. Speaker, Sir. First and foremost, I want to congratulate you for the election victory that you have just received. The rules of the game of this House are very clear. Standing Order No.1 gives you the discretion to rule. But before I go there, it is very suspect for a candidate to withdraw at 5.20 p.m. and yet, the same candidate’s co-sponsor is raising the alarm.

Article 205 of the Constitution - which I want to quote - requires the Commission on Revenue Allocation (CRA) to act as follows:- I want the Minister to hear me out. On a point of order, Mr. Deputy Speaker, Sir. I am very clear. It is not about Ministries being allocated money but it is about the Constitution. I will go further and say that this Minister is one who believes in centralism. He does not believe in devolution. Until today, this Minister has not brought the County Revenue Bill.
