Section 16 of the EACC Act (No.22 of 2011) provides for the process of appointment of a Commission Secretary. The Act stipulates that this must be done through open, transparent and competitive process. I want to commend the Commission because it has done that. Finally, Mr. Halakhe Waqo is a Kenyan.
