Mr. Temporary Deputy Speaker, Sir, through your indulgence, I second this Motion. The Committee found out that the Kenyan airspace is at great danger following those interferences. When a pilot is landing at the Jomo Kenyatta International Airport (JKIA), instead of listening to the control tower, he or she is listening to radio stations. He or she is listening to Citizen Radio, BBC and many other radio stations. That was confirmed by the regulator - the CCK. That was also confirmed by KCAA.

Mr. Temporary Deputy Speaker, Sir, I rise to second this very important Bill; The Kenya Medical Supplies Authority Bill, 2012. Mr. Temporary Deputy Speaker, Sir, from the outset, it is very sad this morning that both the Minister for Medical Services and the Minister for Public Health and Sanitation are not in the House. I believe the Cabinet works until the President retires. So, they have an obligation to the nation and this House.

Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. Mr. Temporary Deputy Speaker, Sir, this Bill has the legal backing. It is just an amendment to Section 17 of the Sixth Schedule. The presentation of this Bill to this House has sent a message to those politicians out there who are saying that the chiefs or Provincial Administration will be scrapped. The Deputy Leader of Government Business must come out very clearly because it touches on one of the fundamental reasons why Kenyans voted for the new Constitution which is devolution and tell the nation when he is going to bring the Revenue Bill, County Allocation of Revenue Bill and County Appropriation Bill.

Mr. Deputy Speaker, Sir, this Government must tell the country that as we go to recess, the county governments will be given the allocation of Kshs68 billion between the months of March 2013 and June 2013. This will come out very clearly from the Government.
