Mr. Speaker, Sir, I apologize and withdraw, but I want it to go on record that the chief of Modika has been killed by the KDF. That is a fact. The Minister of State for Defence went to my constituency, visited the people who were shot by the KDF, the chief being one of them. The matter is bigger than sympathy. The matter is of great national interest. We, as leaders, will not sit down when our own constituents and voters are being butchered. Our towns are being destroyed by the KDF.

I want the Minister of State for Provincial Administration and Internal Security to confirm to the nation that there is a Provincial Security Committee based in Garissa, there is a District Security Committee based in Garissa and the law provides that for any operation to take place, the concurrence of those two committees must be sought. I want to make it very clear that I was in my constituency on Friday. On Monday morning at 11 O’clock I registered myself as a voter at the Township Ward at the Kenya National Library Services (KNLS) headquarters in Garissa. At One O’clock on Friday, two police officers were killed; in the last one month, nine police officers have been killed;

What this Assistant Minister has provided, and I want to read it out to the House--- The Question by Mr. Keynan is very specific; what has the Kenya Government, specifically the Ministry of Agriculture, done to improve agriculture? On a point of order, Madam Temporary deputy Speaker. It is only this House and us who can save the people of northern Kenya. Yesterday, when the substantive Chair was here, the Minister for Roads said that the people of northern Kenya do not deserve roads. The water pans that the Assistant Minister is talking about have been done by the National Agriculture and Livestock Extension Programme (NALEP), the Swedish Government programme for northern Kenya. This Assistant Minister is still misleading the House. Even the 48 water pans, which are in my constituency, have not been done by his Ministry. ...

Mr. Speaker, Sir, I want to thank the Minister for giving the long- term solution to the problem. When Kenyans voted for the Constitution in 2010, their biggest gain was the very robust Bill of Rights but he is now asking Parliament to re-look at The Public Order Act and Article 19 of the Constitution, which provide for limitations, and align them with Article 24. Everywhere, in the developed democracies, people demonstrate where the Legislature and the Executive Arms of the Government are.
