The days when particular communities and particular religions were stigmatized and carried the brand of terrorism are gone. Mr. Temporary Deputy Speaker, Sir, I want to tell the Minister of State for Provincial Administration and Internal Security, who is sitting here; the focus of every criminal activity that happens in this country must not be that of Al Shabaab. The AlShabaab, in their own agenda, want to take power in a neighbouring country. They are one of the key players in the political dispensation in the Somali geo-politics. Mr. Temporary Deputy Speaker, Sir, I want my colleague to come for a consultancy on the birth and emergence of political players in Somalia. I am not talking about--- It is the work of the Minister of State for Provincial Administration and Internal Security to treat Al Shabaab the way he treats the Mungiki or the Mombasa Republican Council (MRC). I am talking in reference to our activities in Somalia. I support the Motion.

Mr. Speaker, Sir, because of the nature of the issuance of identity cards in northern Kenya - I know that we have scaled both the staff and the resources - could the Minister appoint a special team to handle these particular poor people who went to the refugee camps and now they have the problem of getting identity cards? Could he set up a special taskforce to work on that?

Through your indulgence, as Members of Parliament, our role entails an oversight. About 1,600 young men and women in northern Kenya are in a desperate situation. When the Minister was releasing the results of these exams, in his speech he alluded that the KNEC officials and staff are involved in this mass cancellation. On a point of order, Mr. Speaker, Sir. The health workers who are demonstrating are within the purview of Article 35 of the Constitution. Is the Assistant Minister in order to say that we pay them to treat Kenyans and not to demonstrate? That is within their constitutional right. Is he in order?
