On a point of order, Mr. Speaker, Sir. Last week, I sought a Ministerial Statement from the Minister of State for Immigration and Registration of Persons on the deportation of an Islamic Scholar. The Minister was to issue the Statement yesterday but it was not issued and today I am not seeing him. I need your direction.

Mr. Speaker, Sir, last week, I sought a Ministerial Statement from the Minister of State for Immigration and Registration of Persons on the deportation of an Islamic scholar. The Minister undertook to bring that Statement yesterday but it never happened. Today, I am here but I am not seeing the Minister. I need your direction on that.

On a point of order, Mr. Deputy Speaker, Sir. I think we must stand as leaders in this country by facts that we state. I want to speak for institutions that cannot speak for themselves, including Barclays Bank of Kenya; I want to declare my interest. I am a senior customer there. Borrowing from the discount window is not a crime. Borrowing through the discount window, whether by Citi Bank or the smallest bank, is not a crime. Mr. Speaker, Sir, first, I want to thank this Ministry. I want the Assistant Minister, on the same issue, to tell us why the Garissa Sewerage Project that was initiated during the time of hon. Charity Ngilu is taking too long. Can the Assistant Minister undertake to visit that project and see what the contractor is doing in Garissa?

Mr. Speaker, Sir, the body that we are talking about is the Arid Land Resource Management Programme. This is a programme that was funded by the World Bank in both the first and the second phases; it cut across all the pastoral ASAL areas. This is a programme that has transformed the people. Can the Minister tell the nation and this House--- The programme has now stopped; the World Bank has refused to fund it.

Mr. Speaker, Sir, I am just building up the question. As we speak, the programme has stalled. Can the Minister tell the House why the World Bank stopped the project? Was it because of the Kshs300 million that was lost? Is there any other money that was lost from the Kenyan component, and who are the funders that he has now acquired?

On a point of order, Mr. Speaker, Sir. None other than the Prime Minister of the Republic of Kenya stood at the Dispatch Box six months ago and answered questions relating to the corruption deals in the Ministry of Education and the Kshs300 million loss under this programme. It is in the public domain that this programme was stopped by the World Bank as a result of embezzlement of funds. Is the Minister in order?
