On a point of order, Mr. Temporary Deputy Speaker, Sir. I have the answer by the Assistant Minister to this Question and he is misleading this House. There is nowhere in this answer where he is mentioning the court case. He is only talking about “the police orderly.”

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Member in order? The same Standing Order No.97 (1) (j) only refers to matters that have happened in this House. We do not want to use the dignity of this House--- That Standing Order refers to a Member when he misbehaves on the Floor of the House. What goes on out there being done by the Government or any other person has no bearing on an individual Minister or an individual Member. We should not misuse the Standing Orders of this House.

Mr. Speaker, Sir, I beg to ask the Minister for Foreign Affairs the following Question by Private Notice: (a) Can the Minister confirm that Messrs. Edward Kamau (Passport No.A699793) and Albert Mutua (Passport No. A1057312), who are former employees of Somaliland Bottles Industries, are being held in jail in Somaliland and, if so, under what circumstances are they being held? (b) What measures is the Government taking to procure the release of the duo?

Mr. Speaker, Sir, Edward Kamau is from Kamukunji Constituency and Albert Mutua is from Mbooni. They are Kenyan professionals who worked with multi-nationals in Kenya. In the last eight months, they were working for this company in Somalia. Since 29th October, 2011, they have been in jail. I spoke to them yesterday in the morning through a Kenyan. Until now, they have not been brought to court. The Assistant Minister does not have that information. I want this Assistant Minister to confirm whether Kenya has a diplomatic mission in Somaliland. We are not talking about Somalia!

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order? Gen. Mulinge is the Kenyan Ambassador to Somalia and not to Somaliland. Somaliland is a different entity!

Mr. Temporary Deputy Speaker, Sir, the matter that hon. Keynan has raised is long overdue. On a number of occasions, on the Floor of this House, Members of Parliament have been accused by their own colleagues of either being very corrupt, involved in corruption, land dealings or drugs. This morning that issue took more than 40 minutes.

Mr. Temporary Deputy Speaker, Sir, I think it has reached a time – and it is good that now we are approaching the general elections – that among ourselves, we must be told who are the landgrabbers, drug dealers and very corrupt. We must be told even who the rapists are. I think it is due diligence that this House ; not only the Ministers, but even Members of Parliament from both sides, re-evaluate themselves and make sure that we sustain and retain the integrity of each one of us. On a point of order, Mr. Deputy Speaker, Sir. We need your guidance because of the 16 members of the Select Committee, already there are two hon. Members of the Departmental Committee on Finance, Planning and Trade; Messrs. Shakeel and M’Mithiaru. I think those two Members are enough unless the Chair wants to replace those two and substituting with two more?
