  • 14 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if Parliament is involved in the Budget making process, the element of equity and fairness in the distribution of resources will be achieved. The actual distribution of resources is a very important organ of any country’s Budget making process. I want to say that the enactment of the Fiscal Management Act of 2009 and its implementation is a milestone to the economy of this country and in ensuring that each and every part of this country is catered for in the budget making process. view
  • 14 Apr 2010 in National Assembly: I want to take Members of Parliament and this country down memory lane. I come from a region that has 22 per cent of the land mass of this country, but 47 years after Independence, no road is tarmacked. The only tarmacked road is in my constituency. It is a 20 kilometres road in my constituency in Garissa town which was done the last financial year. If you go to the northern part of Kenya, you will see the discrepancies in terms of education, water and health facilities. This is because the leadership and people of the region were not ... view
  • 14 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we must empower this Parliament to participate in the Budget making process whether it is macro economy, future policy, structural policy or any framework that has a bearing on the livelihood of the people of this country. This Budget Policy Statement is giving us, for the first time a linkage between the Budget and the national priorities of this country. The people of northern Kenya will put on the table their priorities. Is it water, education or livestock, which is the backbone of their economy? Secondly, this Policy links the Budget to the basic poverty ... view
  • 14 Apr 2010 in National Assembly: Finally, I want to say this is a milestone. I expected this august House to be full today. view
  • 14 Apr 2010 in National Assembly: With those few remarks, I beg to support. view
  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, I stand to second this amendment. Land is a very important resource to various communities in this country. In my opinion, land can only be managed by the counties where the devolved governments will be. The history of this country in terms of land being managed by the national Government through the Commissioner of Lands and the Ministry of lands, we know where it has taken us. All the prime land in the Coat Province, Rift Valley and North Eastern provinces was ditched out in 1980s and the 1990s by the national Government. This Constitution is supposed ... view
  • 1 Apr 2010 in National Assembly: We cannot allow the same mistakes to be repeated in this document that land is again taken back to the NLC. It is my humble opinion that if we are devolving power and resources, then land is a very important resource for the communities that live in there. I beg to second. view
  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, I strongly support this amendment. We must be honest to each other. Kenya is made up of communities which are represented by the land mass. The community that I represent in this House occupies 22 per cent of the land mass of Kenya. If you have no land to manage, give us time to manage our land. That is why I am saying that those of us who have land and come from areas where there are game parks, part of the devolution of resources begins at home. We must manage our land. If you have no ... view
