16 Jun 2010 in National Assembly:
Madam Temporary Deputy Speaker, I should be given time. This is a debate of a Report of Parliament and an hon. Member can make his case be known from different directions. This is the essence of what I was saying. Committee reports are the property of this House. It is up to the House to debate and vote on them regardless of whichever direction you want us to look at it. My point of contention is that, not only for this Committee, that Parliament is under scrutiny in the eyes of the Kenyan people and which, again, will have an ...

16 Jun 2010 in National Assembly:
Madam Temporary Deputy Speaker, I want you to protect me because I want to make my case clear that if the integrity and qualification of the current Managing Director is not in question and if the due process followed by KAA is not in question, then the only rational thing that would come to the minds of people is that there are people who feel â and we in Parliament have to uphold the integrity it stands for. Some of us, Members of the Government, who do not sit in those committees, do not want committees to be misused. For ...

Madam Temporary Deputy Speaker, I agree with your suggestion. I have said it very clearly that the mandate of the Committees is not in dispute under the Standing Orders.

16 Jun 2010 in National Assembly:
Madam Temporary Deputy Speaker, from this particular report and many others - and I think we need to be very frank to this House - we feel that this particular report of the recruitment of the Managing Director, Kenya Airports Authority, is malicious. If the report is not touching on---

With those few remarks, I oppose the report.

14 Apr 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to allege on the Floor on this House that certain regions of this country have endorsed the document? If there are, we want more concrete evidence from the hon. Member where the Rift Valley, Eastern, Western and Central provinces have endorsed the Draft Constitution because the Referendum is yet to come?

14 Apr 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member in order to say for the second time that there is rigging already in place for the 2012 general election? If he has any information to that effect, could he substantiate? If not, he should apologize and withdraw.

14 Apr 2010 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, on the onset, I want to say that it is the first time since Independence in this country that both parliament and Treasury have engaged in the preparation of the Budget. This is an indication of where this country is headed. Parliament as an institution consisting of representatives of the people is making a major decision on how resources are allocated by engaging in the preparation of the Budget. This is a milestone for this country. Parliamentarians have no excuse to say to the people of this country that they were not consulted by the ...
