  • 24 Mar 2010 in National Assembly: In order to prepare the college for the enhanced mandate, the Government, in partnership with the African Development Bank (ADB), through the ASAL-based Livestock Rural Livelihood Support Project (ALPRO), has in the recent past embarked on the process of revitalizing the institution by undertaking major rehabilitation projects especially on the refurbishment and provision of laboratory equipment at a cost of Kshs10 million. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am very specific on the current strategic plan 2008/2012 and our commitment to Griftu Pastoral Training Centre and all that entails in our strategic plan will be fulfilled. Griftu Pastoral Training College was built in 1971 for the purpose of offering short training in customized pastoral courses in livestock husbandry. Up to date, 28,850 pastoralists have been trained in that. I want to assure this House that this time round, the Ministry of Livestock Development and the Government in general will make sure that the first batch of 40 students are admitted in July, 2011. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to say here categorically that neither the Ministry of Livestock Development nor the Government policies are upside down. Our policies are very straight, clear and they are meant for the people of Kenya. On the other issue of how many colleges we have, I think the Minister for Higher Education, Science and Technology can be more specific about what programmes he has. Under the Ministry of Livestock Development, the Griftu Pastoral Training Centre will be upgraded. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to remind this House, and more specifically the Members of Parliament from the livestock producing areas, that it was only last year that we tabled in this House the National Livestock Policy which in essence will address all those imbalances that hon. Keynan is talking about. This same Coalition Government formed the Ministry of Development of Northern Kenya and other Arid Areas to coordinate and formulate policies that are more affirmative to the people of northern Kenya. I want to urge hon. Members to read the National Livestock Policy that we tabled here because ... view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, as a Member of Parliament from northern Kenya and the Assistant Minister, Ministry of Livestock Development, I want to assure this House and the nation that now, more than ever before, the Coalition Government is ready to address issues that have historically bedeviled the livestock sector and the pastoral communities. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, in that Strategic Plan, we have a number of laboratory institutions that are under the Director of Veterinary Service. The question that hon. Keynan raised relates to the Griftu Pastoral Training Centre, which under the Strategic Plan, the first batch of students will be admitted in 2011. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, it is the Member who is misleading this House. Research stations fall under KARI and not under the Ministry of Livestock Development. What falls under the Ministry of Livestock Development is Griftu Pastoral Training Centre. We have put it in our Strategic Plan for the next financial year. view
  • 3 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view
  • 3 Mar 2010 in National Assembly: The following are the projects which have been undertaken by my Ministry to promote livestock production in Kitui West Constituency since 2008: (i) The ASAL Based Livestock and Rural Livelihoods Support Project known as ALRLIP has done a lot of projects in Kitui West Constituency. This project is funded by the Kenya Government and the African Development Bank. The overall objective of this project is to contribute to poverty reduction at the national and the household levels in line with the Government policies of mainstreaming the ASAL areas in the economic framework of the country’s economic blueprint. This project covers ... view
  • 3 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I totally agree with the hon. Member on the fact that a lot of resources and mainly donor-funded projects dwell more on capacity building and workshops. I think it is the high time that the Ministry of State for Planning, National Development and Vision 2030 and this House give guidance because donor- funded projects come to the Government when they are already itemized and the whole budget lines have been clearly mandated. I think we need to come out very clearly and invest in projects that have complete bearing on the livelihood of the people of ... view
