  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to say it here that I am a very good Muslim. I follow the Quran and the teachings of the Holly Prophet Muhammad Swalalahu Alaihi Wasalam. In our faith, as Paragraph (1) of Article 26 says, every person has a right to life. If we do not stop at that, and proceed to the rest of the paragraphs (2), (3) and (4), then the element of faith comes in. We are not here to, at any given time, compromise on the tenets of the faiths we believe in. view
  • 31 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We need your guidance. As we make this Constitution to be the law of this country, if you go through the Constitution of Kenya Review Act, at every stage, including in Parliament, which is an integral part of the review process, it gives the mandate to the representatives of the people of Kenya and nominated Members of Parliament, who represent special interests. This is to say that 47 years down the line, the people of northern Kenya now have a golden opportunity, through their leadership, the people ... view
  • 25 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I was saying that the Vice-Chairman of the Parliamentary Select Committee on Constitutional Review said on the Floor of this House that this document is on transit train. What does that mean? view
  • 25 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, for those who want to use five minutes, ten minutes or 20 minutes it is the discretion of the individual Member of Parliament. Mr. Deputy Speaker, Sir, I was saying that the Vice-Chairman of the Parliamentary Select Committee on Constitutional Review, Mr. Ababu Namwamba, said on the Floor of the House that this document is on a transit train. That means that the document ultimately belongs to the people of Kenya. Mr. Deputy Speaker, Sir, Parliament is a very important organ of review. Parliament has the document not to mutilate but to improve it for the ... view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view
  • 24 Mar 2010 in National Assembly: My Ministry has developed a strategy in the current strategic plan, 2008/2012 to transform key livestock institutions into entities that will facilitate growth and sustainable livestock production. view
  • 24 Mar 2010 in National Assembly: One of these institutions is Griftu Pastoral Training College that will be upgraded into a certificate offering institution, specializing in range management and animal health in the financial year 2011/2012 at an estimated cost of Kshs140 million. view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, the institute is expected to admit its first group of 40 students in July, 2011 and a fully fledged training institution curriculum will be put in place to adequately address the emerging challenges and demands in the pastoral areas. view
