  • 28 Jan 2009 in National Assembly: Mr. Speaker, Sir, I agree with the hon. Member that in 1986 and early 1990s, under the World Bank programme of liberalisation, the extension services which were given out by the Ministry of Livestock Development to farmers were stopped. However, I want to assure this House that under the new livestock policy that was debated in this House, we are bringing back this recruitment. view
  • 28 Jan 2009 in National Assembly: We are looking at these strategies as those of public good. I want to assure the hon. Member that we have not recruited veterinary staff for the last 20 years but this year, and in particular this month, the Public Service Commission is recruiting 600 technical officers out of which 100 are veterinary surgeons. So, I want to assure this House that we are back and we want to give enough extension services. We want to service the dips. We want to bring back the livestock infrastructure. view
  • 28 Jan 2009 in National Assembly: Mr. Speaker, Sir, I want the hon. Member to come to my office and inform me of the said officer because as far as we are concerned, cattle dips are part and parcel of the entire livestock infrastructure that this country needs in terms of disease control and surveillance. I want to inform the hon. Member that they might use the CDF in partnership with the private sector but it is our mandate and responsibility to control diseases across the board. view
  • 28 Jan 2009 in National Assembly: Mr. Speaker, Sir, I totally agree that the Government is providing free ARVs and many other things but I want to assure the hon. Member that it is quite a process. Maybe, one day when this country will have enough resources, we will provide free acaricides to the Kenyan livestock farmers.. view
  • 22 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I know we are discussing a matter of national importance. There is a very clear distinction between the three different arms of Government. There is the role of Parliament and the distinctive role of the Executive. We should not discuss how the Executive should--- view
  • 3 Dec 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I will take very few minutes. First, Mr. Temporary Deputy Speaker, Sir, I want to thank hon. Members who have shown a lot of interest in this policy document, Sessional Paper No.2 of 2008. I want to assure hon. Members that I was here last time and I am here today. We are taking down all the comments, contributions and suggestions from hon. Members on various topics that are covered within this policy document. I know that a lot has been said about the extension services in the livestock sub- sector in terms ... view
  • 3 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was responding on behalf of the Government. Along the line, there was an Animals Technicians Bill, 2008, which was still in the pipeline, but there was bureaucracy in the Government in terms of Cabinet approval, but our good friend, Mr. Lekuton, has brought a proposal for it. What do we do? We need to harmonise in the Bill a number of issues. When we talk of animal health technicians, we need to re-look at the Act, Cap. 366, that empowers the Director of Veterinary Services and the department in regulating, looking at ethical challenges, ... view
  • 2 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I stand here to oppose this Bill. This is because I have a number of fundamental issues to raise. However, if these issues are covered well, I will have no problem with this Bill. Madam Temporary Deputy Speaker, the fundamental question I want to ask and which I want everybody to hear is; if today you are the policy-maker in this country, could you allow a large scale-farmer to plant GMOs? If you are a policy-maker in this country, you need to ask yourself; if you were a consumer, will you eat such food? Those are ... view
  • 2 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, yes, I am in the Government but, first and foremost, I represent the people of Dujis. I represent many Kenyans and as far as the Biosafety Bill is concerned, I want to put the case of the people of Dujis and then see where this Bill will take us. Madam Temporary Deputy Speaker, when it comes to Biosafety laws and policies, the trend the world over is that the masses or the populace are left out. This particular Bill has not addressed the following: It is not very clear on the regulatory structure. This Bill mainly ... view
