  • 23 Jun 2009 in National Assembly: Mr. Speaker, Sir, the creation of a disease-free zone along the coastal belt is the flagship project of the Ministry of Livestock Development in the Vision 2030. We expect Kshs3 billion from the Saudi Fund for Development in collaboration with funding from the Kenya Government. I am sure that the respective hon. Members from those regions will be consulted. The disease-free zone that is part of the Ministry’s flagship project in Vision 2030 will be achieved. view
  • 17 Jun 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I stand here to support the Motion. From the onset, I want to congratulate the Deputy Prime Minister and Minister for Finance, Mr. Kenyatta, and the entire team at the Treasury for giving this country a devolved and people-driven Budget. view
  • 17 Jun 2009 in National Assembly: Madam Temporary Deputy Speaker, this is a Budget that encourages and stimulates the rural economy of this country. The rural economy is where we find 90 per cent of the Kenyan population. For the first time in the history of this country, we have a Budget that has distributed view
  • 16 Jun 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for Members on the Front Bench to keep the Deputy Prime Minister and Minister for Finance so busy that he cannot hear what the hon. Member is contributing? view
  • 10 Jun 2009 in National Assembly: Madam Temporary Deputy Speaker, I stand to support this Motion. I have several reasons for supporting this Motion. This is the National Assembly of the Republic of Kenya. Section 58(1) of the Constitution gives leeway and powers to the President of this country--- Once the Constitution gives us that provision, I think we must do justice to Kenyans. Madam Temporary Deputy Speaker, I want to take Members back to the so-called constitutional dispensation order that we are talking about. We are talking about devolved resources and equity. Why can we not devolve politics? Why can we not devolve the sittings ... view
  • 10 Jun 2009 in National Assembly: Madam Temporary Deputy Speaker, I want to say, very clearly, that the Speaker of the National Assembly and even the previous Speakers have never gone to my Constituency, Dujis, which is only four hours drive from here. I want to put it in the HANSARD that even our Temporary Deputy Speaker today, Prof. Kamar, has never been to Garissa or any other part of northern Kenya. We want to give her that opportunity so that hon. Letimalo, who is the Member for Samburu East--- view
  • 10 Jun 2009 in National Assembly: Madam Temporary Deputy Speaker, when I stand in this House, I always check my facts and I am speaking with authority. Coming back to what I was saying, hon. Letimalo comes from Samburu East. Hon. Dr. Kuti, who is my Minister comes, from Isiolo North. In the last one month, the people of Samburu East have undergone agony due to insecurity. Hon. Members were seeing this on television. However, I can assure you that 80 per cent of Members of this House do not know where Wamba, Archers Post and Merile River is, among other places. I want to say, ... view
  • 10 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Motion is about conserving the environment. It concerns conserving Mau and other water towers in this country. We cannot talk about conserving Mau at the expense of brutalizing innocent Kenyans. If Mau was in Dujis Constituency and innocent Kenyans were living there, then I would always stand with them. We should not give it a regional, ethnic or a political party’s face. As hon. Members, we need to move forward to conserve and protect the water towers of this country. We must put the blame where it should be. view
  • 10 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we must put the blame where it must. The blame should go to the Government of the day. I am part of the Government. The Government must look for a solution on how to settle poor Kenyans who hon. Ruto represents. People should not see him as a mad man. What he is doing is exactly what I will do if today the people of Dujis were affected. view
  • 10 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Government has evicted many people. It has also resettled many people, including our brothers and sisters who were victims of the post-election violence. I am sure, tomorrow you will see in the Budget the amount of money this Grand Coalition Government will spent in resettling our brothers and sisters who were evicted from many parts of this country. Why do we sieve the grain from the chaff? Why do we not sort out the problem? If there are politicians and important people view
