Then he will understand why he has only been here for four years. The most cherished Chapter in our Constitution is the Bill of Rights. That is why for it to be amended, you must seek the concurrence of the people of Kenya through a referendum. You cannot create political parties owned by individuals to cajole the interests of that member and the people he represents. A classic example is the former Jubilee Party which is in the Intensive Care Unit (ICU) that was formed as a result of the collapsing of 14 parties. Do not make a law unless you are in a party that is run through a card system. If that is your party, fine! But in a democratic party, if you feel safe, your day will come. Thank you, Hon. Temporary Deputy Chairman. I stand to oppose and the reason is that we must build national parties. What Hon. Kimunya, the Leader of the Majority Party, intends to do is to allow village ethnic regional parties to access the Political Parties Fund and tax payers’ money where bigger parties like ODM or UDA have secured. This should not be allowed to briefcase and ethnic parties, the likes of Democratic Action Party- Kenya (DAP-K) and other small parties.
