The Governor of Mandera and Members of Parliament from Mandera, including the Members who moved this Report... So, the whole concept of the project was to eat money. Just because of insecurity, the EACC cannot go there and the Auditor-General too. In the financial years 2014/2015 and 2015/2016 we appropriated money to the tune of Kshs3.9 billion.
