Clause 1 of the Bill deals with the short title. Clause 2 of the Bill seeks to amend Article 90 of the Constitution which deals with allocation of party lists in order to provide that the 12 Members that parliamentary political parties nominate to the National Assembly, one being a woman and another from the male gender and others representing the youth, people with disabilities, conform to the criterion that will be used in the two-thirds gender principle. view

Speaker, the number of women leaders in the 11th Parliament were 84 whereas in the 12th Parliament, there are 97 women leaders in both Houses signifying a growth in women representation. This House has 23 women representing various constituencies compared to 21 women in the 11th Parliament. The role of women in governance cannot be overstated.
