Hon. Temporary Deputy Speaker, we have two Bills, one by me and I see another one from the Senate. They are similar word for word. I need to consult with my colleagues. Because it has gone through the Senate, it will be advisable that I drop mine at the House Business Committee next week so that we carry this one of the Senate. I seek your indulgence that we also defer it.

Hon. Temporary Deputy Speaker, I will raise it tomorrow in our Liaison Committee and leadership meeting because the House has demarcated special seats for Chairpersons. It is not good practice… I am sure the Clerk’s Office must have notified these Chairpersons that their Reports are coming. In fact, in the House Business Committee, we passed on Tuesday that the Reports by Committees must be given priority today. I do not know whether that has been communicated to the Chairs but it is not a good practice. I will raise it at the session tomorrow morning.

Hon. Temporary Deputy Speaker, Hon. Savula is the last person in terms of competence to advise the Jubilee Party which has 175 Members of Parliament compared to his party which has 12 MPs. I am a pastoralist. You can only be advised by somebody who has the same number of camels or cows that you have. If you have 100 camels, you can only be advised by a person with 80 camels. I join my colleagues to support the Report of the Departmental Committee on Transport, Public Works and Housing on the vetting and approval of Madam Esther Koimett for the position she has been nominated to serve as a PS in the State Department for Transport. Madam Koimett has been working in the National Treasury as an Investments Secretary and Director-General, Public Investments and Portfolio Management since 2005. The only commission whose appointments we have received in full is the one you read yesterday, namely, the Independent Policing Oversight Authority (IPOA) and by extension, the Sarah Serem’s Salaries and Remuneration Commission (SRC). It is not the first time you are giving guidance. You must address us to the message we have received from the Executive that was referred to the relevant Committee.
