  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I totally agree with Hon. Pukose. He is saying that Hon. Ichung’wah is relegating me. view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I beg to second the Procedural Motion. It is a very simple Procedural Motion. We are going to deal with the Appropriation Bill in all the three stages. All we need to do is to reduce the publication period by getting the go ahead from the House to deal with the First Reading, Second Reading and the Third Reading. view
  • 3 May 2018 in National Assembly: This afternoon, I want Members, more so the pastoralists, to be present because we are going to deal with the Equalisation Fund. We also ask the House to reduce the publication period. view
  • 3 May 2018 in National Assembly: Every time we go on recess, we make sure that we deal with any pending business, so that nobody will follow the leadership of the House, namely, the Speaker and the Clerk. view
  • 3 May 2018 in National Assembly: I beg the House to agree with us to reduce the period of publication. I second. view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I beg to move that the Physical Planning Bill, National Assembly Bill No.34 of 2017 be now read a Third Time. view
  • 3 May 2018 in National Assembly: I ask Hon. Pukose, Member for Endebess, to second because I cannot see the Chair and the Vice-Chair of the Committee. view
  • 3 May 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I am a beneficiary of this Fund courtesy of the 2010 Constitution. It is not because of the whims of those in power. Article 204 of the Constitution is very clear. Let us call a spade, a spade. Let us read the Constitution. For those who have not read it, if you may allow me, Hon. Deputy Speaker, Article 204(2) reads: “The national government shall use the Equalisation Fund only to provide basic services including water, roads, health facilities and electricity to marginalised areas to the extent necessary to bring the quality of those services ... view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, Hon Kilonzo then, was a member of Wiper Democratic Movement–Kenya (WDM-K). During the Constitution Referendum, he went to bed with Orange Democratic Movement (ODM). He was close to the former Prime Minister. Because they branded some of us, including my party leader, the current President, the late John Michuki as “watermelons”, he still believes I am a watermelon. I voted and my constitutes voted. Back to the Bill, the Equalisation Fund is a special fund established under Article 204 of the Constitution to upscale delivery of service and facilities in areas that have been marginalised by nothing ... view
  • 3 May 2018 in National Assembly: Members have to be concerned with the poor absorption capacity of these funds. The funds are for critical areas and there is no reason whatsoever, to deter the implementation. I believe the Budget and Appropriations Committee reviewed the Budget Estimates of Financial Year 2018/2019 and it will ask the National Treasury where the administrator of this Fund resides. I want the Chairperson and Members to ask the CS for National Treasury where the administrator of this Fund resides. There must be an administrator; it can be the Permanent Secretary for National Treasury, it can be the Minister, there must be ... view
