  • 13 Sep 2017 in National Assembly: Public Accounts Committee.” This will be done on the priority of how they come to the House, namely, on first-come, first-served basis. The HBC also makes decisions and gives directives and guidelines on the priority of business. The committee can decide and have powers to say: “No, we will not debate your Motion, a Private Member’s Bill or a Government Bill based on some reasons”. Finally, the committee considers such matters, as may come from time to time, concerning the business of the House. The committee has a membership of 12. Five are in the Standing Orders and seven from ... view
  • 13 Sep 2017 in National Assembly: You know Hon. Chachu Ganya is the only single Member of a party called the Frontier Alliance Party. So, his party is not a parliamentary party within the reading of “a parliamentary party”. A parliamentary party must have five per cent of the sitting Members. So, Hon. Mbadi is part of my coalition and there is nothing wrong if one canvasses for a colleague. If Hon. Chachu was in ODM as he was in the last Parliament, I could still canvass for him. With those many remarks, I ask my sister, who is new, to second. view
  • 13 Sep 2017 in National Assembly: Yes. I want to thank Hon. Charles Kilonzo. Welcome back to the House. He has been away from the 11th Parliament because he defied party leaders. But he is back here as an independent candidate. At least, he has proved that people can elect you as an independent candidate. I will ask Hon. Cecily Mbarire to second and congratulate her for being nominated. view
  • 13 Sep 2017 in National Assembly: Hon. Speaker, I beg to move the following Procedural Motion: THAT, pursuant to the provisions of Standing Order No.30(3)(b), this House resolves to hold a Morning Sitting on Thursday, 14th September 2017 commencing from 9.30 a.m. Hon. Speaker, this is a very unique Procedural Motion. It comes once in a while. The House Business Committee (HBC), in its wisdom realised that the whole of next week, from Monday, there will be an induction course for Members of Parliament. We need to complete our debate on the Address by His Excellency the President which always lasts for three or four ordinary ... view
  • 13 Sep 2017 in National Assembly: particular business can be behind us. When we resume in the week after next week, we will have other businesses to deal with. With those remarks, I beg to move and ask Hon. Bowen of Marakwet East, who for the second time running succeeded despite the many insecurity challenges he faced in the last Parliament. I am happy to see him back here. I want to give him the opportunity to second this Motion for the second sitting. view
  • 13 Sep 2017 in National Assembly: Hon. Speaker, I beg to move the following Motion: THAT, the thanks of the House be recorded for the exposition of public policy contained in the Address of the President delivered to this House on Tuesday, 12th September 2017. Hon. Speaker, the institution of Parliament is one of the fundamental building blocks of the State of Kenya. Apart from being one of the three arms of the Government, Parliament is the expression of the sovereignty of the people and the vitality of our Constitution and democracy. Members of the National Assembly are the representatives of the people and, within the ... view
  • 13 Sep 2017 in National Assembly: Chief of the Kenya Defence Forces, formerly inaugurated the 12th Parliament of the Republic of Kenya. At the outset, I would like to thank the great people of Garissa Township who gave me an opportunity to grace Parliament for the third time, beginning with the 10th Parliament. It was an auspicious occasion. It was sentimental to most of the Members as the Head of State and Government delivered a bold and unifying address that further cemented the undeniable credentials of Uhuru Kenyatta as a leader, a remarkable statesman and one that has been respected in the continent and globally. There ... view
  • 13 Sep 2017 in National Assembly: A few months to the elections he was in Italy upon invitation to the G7 Summit. This is the only President of Kenya in whose tenure the most powerful President in the world, the President of the United States of America (USA) visited Kenya. Many other great leaders have visited our country during his tenure. Some of us who have worked with him have seen his qualities. We do not want to polarize our country. We want each and every community, region and political class to have their space and all of us will be proud of our nation Kenya. view
  • 13 Sep 2017 in National Assembly: I listened attentively, for more than an hour to the speech by His Excellency the President yesterday and I did not hear him succumb to the temptation of delivering a Jubilee Speech, or a partisan or divisive address mixed with party politics. On the contrary, the Head of State, President Uhuru Kenyatta, delivered a timely reminder to the Members of this House as well as Kenyans at large that the most important aspect of our public duty and life is about the unity of our nation, fidelity to the Constitution and undying love for God, our country and fellow citizens. ... view
  • 13 Sep 2017 in National Assembly: Secondly, there is no question whatsoever on who is the President of Kenya at this very moment. There is no question about it. view
