Then there is the issue of limiting the freedom of movement of a person convicted of an offence under it and sentenced to imprisonment. It is a good thing, but we need to be careful about it because we do not want a council out there that can sit and say so and so has committed a certain offence and, therefore, the Council decides he is not going to move out of the country or to do this or that. These are some of the small things that we need to fine tune during the Committee of the whole House to make sure it does not go to the extent of being unconstitutional. It is a good piece of legislation. We do not want it to be challenged out there after we have passed the law and spent so much time on it and then it ends up being considered unconstitutional. It is a good piece of legislation.

With those points, I have said the sooner we put this Bill in place before the final recess of this House, the better, so that it can be signed into law and Kenyans can now enjoy the comfort of knowing that Nairobi becomes one of the international financial centres. Nairobi will then be respected because of the existence of a legal framework that will protect the wealth of Kenyans and that of foreign investors so that we can build confidence in our economy.
