The principal objective of this Bill is on access to low credit, especially to micro, small and medium enterprises. We have been facing a serious and recurring debate in this country for many years on access to low credit especially to those three segments, namely, the micro, small and medium enterprises. • 8 Feb 2017 in National Assembly: rates, hidden charges, non-disclosure of pertinent information by the lenders and above all, unfair denial of access to credit by certain lenders. That is one side of the story. On the other hand, the lenders are worried about the high default rate and difficulties on foreclosing on the collateral through courts in the case of defaults and special funds. Lenders were also saying that they have serious issues. They have high defaulters and most of their cases are pending in court. They cannot get back their money that they have given or lent to various business enterprises or individuals. With ... view
  • 8 Feb 2017 in National Assembly: everywhere in our country, mainly in the ASAL areas. We want the donor community to deal with the board so that the harmonisation of resources can be done. This board is supposed to establish linkages with research institutions for the conduct of studies and research designed to promote production and processing of livestock products. I want to confirm to the House that, today, you can walk to any hotel in the CBD and get camel milk and meat. I remember my old friend the late Prof. George Saitoti and the Deputy President Hon. William Ruto in the last Parliament. We ... view
  • 8 Feb 2017 in National Assembly: registration of notices relating to security rights and moveable assets. So, this is the history, the objects and principle behind this Bill. Let me go to the Bill. Part I of the Bill, as usual, provides for preliminary matters like the short title, interpretation, objects and the scope of application. The proposed Bill shall apply to every transaction that secures payments or performance of an obligation with regard to its form and to the person who owns that collateral. Specifically, the Bill applies to chattels, mortgages, credit purchase transactions and credit sale agreement, which is very common in Islamic banking. ... view

  • 8 Feb 2017 in National Assembly: Hon. Temporary Deputy Speaker, the last part contains consequential amendments to various laws which will be affected once this law is enacted. These laws include the Hire Purchase Act, the Business Registration Act, the Companies Act and the Insolvency Act. Sections of that law will be amended through consequential amendments. • 8 Feb 2017 in National Assembly: This is a very straightforward Bill. It is about access to low credit especially to micro, small and medium enterprises. The problem we face in our country is the ease of doing business. The poor rating in getting credit indicator is a serious problem. So, this piece of legislation is trying to harmonise and sort out that issue. I beg to move and ask Hon. (Dr.) Pukose to second. view
  • 8 Feb 2017 in National Assembly: Hon. Temporary Deputy Speaker, you know history shapes the future. I have a history with ODM, which will be written. But because he had a history with KANU, a very dark history--- You know this is a man who served KANU during its worst days, when the late Dr. Ouko was killed! So, he is hiding his history. He wants to stop me from discussing my history with ODM. That time, he was not in Parliament and so, he should let me discuss my history with ODM. That is because your history with KANU is full of very, very unfortunate ... view
  • 8 Feb 2017 in National Assembly: later, we formed a very progressive and transformative Government under the leadership of President Uhuru Kenyatta called Jubilee. What am I saying? That unless we introduce--- As we speak today, out of the 14 counties, five counties have got livestock insurance policies. Out of the 14 counties in ASAL areas, five counties are under livestock insurance. So, this Government has done 50 per cent. That is why we are saying in the Abdinoor’s Bill that we will deal with the aspect of marketing. Hon. Temporary Deputy Speaker, livestock is a serious business. That is why the prices of livestock in ... view
