Thank you, Mr. Temporary Speaker, Sir. I have indicated something that is clearly out of order. We are all here in the room and we can tell when there is reference and when there is a clear long reading of the text. It is quite clear that it was a reading and not a reference. Let us not say we were not reading when we were. Let us not say that we were extracting notes when we were actually reading big chucks of those notes. This is something we need to note quite tacitly for this Twelfth Parliament.

Thank you, Mr. Temporary Speaker, Sir. I would like to thank Sen. Sakaja and Sen. Mutula Kilonzo Jnr. for bringing up this Bill. I want to go directly to some of the issues and pick on specific clauses. It is a very structured Bill because it creates various organs from the national Government to the counties. I wish it could go a bit lower to community initiatives with many women in it who can come up with very dynamic methods of dealing with disasters using the African traditional methods of dealing with hazards. Mr. Speaker, Sir, I stand to support the Statement that has been made by Sen. Rose Nyamunga. One of the beauties of growing up, and I think this has been the case in many countries, is when you enjoy your childhood in a secured environment. Mr. Speaker, Sir, would I be in order to suggest that, probably, this is something new that we are trying in the Senate and it is important. The next Chairperson of a Committee who shall make a presentation on a Petition should come ready with that Petition. Probably, we should have some version of it already in the Order Paper, so that we can contribute constructively. We will have time to go through the Report and identifying the gaps. Mr. Speaker, Sir, I stand to support this Bill as well because nowadays all matters are legal. There is nothing you can do which does not have a legal implication and legal fees are always very expensive. So, the idea of having a county attorney is important. The two speakers who have spoken have highlighted specific areas which are key and quite helpful in enhancing this Bill.
