From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

What we want is validation because if somebody speaks here on behalf of a Cabinet Secretary, it is the Cabinet Secretary speaking through them. There is no jurisdiction in this world that can legislate on counties without having clarity on boundaries. Our starting point was Kshs299 billion which has been allocated before and an additional of about Kshs5 billion. That gave us about Kshs303 billion. We were then able to negotiate it to Kshs302 billion. This is very important because it allows us to move on and pass as a Bill that is acceptable by both the Senate and the National Assembly.
