Thank you, Madam Temporary Speaker. I just want to start by saying that nobody asks or requests to be born with special needs or disabilities. I think we, as a country, need to be very sensitive to this. I think it is about time we discussed it in a very sober, very compassionate and also very serious manner, in terms of coming up with a policy and something very concrete that can be put on the table to change the situation. Thank you, Mr. Temporary Speaker, Sir. I support this, as complicated as it might, be by informing Members that the provision that Sen. (Dr.) Khalwale is talking about is also included in Article 7(3)(b) of the Constitution that says:- The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

On a point of order, Mr. Temporary Speaker, Sir. As a scholar, the assertion that the “state will promote” allows us. This is not a static law. It is a law that is alive and to which we can make interpretations. The state here promotes. Therefore, even when we move into the debate of using indigenous languages because that will be a big debate within county assemblies, we need to put that into consideration.

I think it is important and I wish this Bill does get to the President for assent because this is one of the avenues that is going to be clear for us to do what Sen. Hassan Omar talked about; creating oversight for the public. They are the most critical. We have experienced it in the Senate where we have had many petitions coming in. Mr. Speaker, Sir, Articles 110 right through to 113 and Articles 122 right through to 123 and our Standing Orders are very clear about the processing of Bills. This particular Bill has gone through these stages, having originated from the Senate to the National Assembly, who made an amendment. That amendment has come back to us. Really, what we have to do is to agree or disagree on that amendment. We are clearly saying that we agree with that amendment. In so doing, two considerations are important. Mr. Speaker, Sir, I want to directly go to the specific issues, especially the issue of threshold. It was important for us, as a Committee, by the time we actually said that these are charges that should lead to an impeachment, that we adduced very clearly that the evidence given really supports the charge as put across.
