The National Emergency Response Committee on COVID-19 must be cascaded down to the counties and constituencies levels. Those structures must communicate from the grassroot level on what is happening so that they can make informed decisions. Otherwise it will remain as a Committee established in counties with positive cases of COVID-19. We are not willing to go that direction. Those structures must be cascaded down to the counties. view
