Thank you, Hon. Speaker. I have just returned from my constituency today. I can confirm to you that the only ongoing Coronavirus intervention is curfew during night hours and cessation of movement by police officers. Indeed, I can assure you there is no awareness being done by the county government, despite the fact that this is a devolved function. If there is any Coronavirus prevention material available is one donated by the area MP probably signed courtesy of Hon. so and so. I can assure you that some of the messages we are getting are in written form. It is ...

Hon. Chairman, I support this allocation. I support it because I strongly believe that there is some increase of activity in this department as well. There should be a lot of information gathered where there is an influx of Coronavirus infections. In regard to cessation of movement, there is a lot that is happening. There will definitely be an increase in personnel, costs, movement and logistics. I definitely support this amendment.

Thank you, Hon. Speaker. I also rise to oppose this Amendment Bill. The fact is that, whenever you transfer functions, you must transfer resources commensurate to those functions. We are in a very difficult period. This is an extraordinary time that requires extraordinary actions from legislators. The functions were transferred to the National Government and Nairobi Metropolitan Services does not fall under the county assembly in terms of oversight. It falls under the National Government and our Departmental Committee. Since the transfer of functions was done, I wonder why we are discussing that resources should be taken to the county ...

Thank you, Hon. Temporary Deputy Speaker. I rise to second this Motion. The PIC’s inquiry into the safety of ferries operated by the Kenya Ferry Services started from an audit query raised by the Auditor-General on the audited accounts of State Corporations for the Financial Year 2016/2017. In his Report, the Auditor-General raised that the pulleys on most ferries were defective causing the prowls to be submerged in water. This has exposed vehicles and passengers on the ferries to a dangerous state. The Auditor-General further observed that the high docking for most ferries was not done on time as scheduled ...

Hon. Speaker, I also rise to support this Motion. I think this is deliberate negligence by the Executive. The Executive ought to have put all the required measures in place to ensure that an Auditor-General is appointed and his name submitted to Parliament for approval. It is unfortunate that to date, no action has been taken. Besides the CBK, other entities like the Capital Markets Authority (CMA), the Ethics and Anti-Corruption Commission (EACC), Kenya Power and Lighting Company, KenGen, East Africa Portland Cement and other institutions are required by 30th September 2019 to submit audited reports. However, this cannot be ...

Section 90 of the PFM Act Cap 412(c) provides that Parliament may extend the time limit. It says: “Any House of Parliament may, by resolution, extend the time limit other than a time set in the Constitution for submitting a statement or other document required to be submitted under this Act.” It is in this view that we will request an extension of this period. I am aware that the Public Finance Management (PFM) Act No.34 of 2015 ought to be amended to provide for succession management in instances where there is a vacancy in the Office of the Auditor-General. ...

Indeed, I had strongly protested. As advised by my leader, let me proceed with supporting the amendment. That is okay. Hon. Temporary Deputy Chairlady, I strongly support this amendment. Indeed, as it is, it was dangerous. The Director-General is responsible for the management of these statistics. He is responsible for the collection of data. He is the person in charge of all the activities, including administration of funds. In the event any mistake is committed in the process of collecting data, it is the Director-General who has made the mistake. That way, he should not be the one to cancel ...
