I can confirm to you that the only ongoing Coronavirus intervention is curfew during night hours and cessation of movement by police officers. Indeed, I can assure you there is no awareness being done by the county government, despite the fact that this is a devolved function. • 29 Apr 2020 in National Assembly: Hon. Chairman, I support this allocation. I support it because I strongly believe that there is some increase of activity in this department as well. There should be a lot of information gathered where there is an influx of Coronavirus infections. In regard to cessation of movement, there is a lot that is happening. There will definitely be an increase in personnel, costs, movement and logistics. I definitely support this amendment. view

The fact is that, whenever you transfer functions, you must transfer resources commensurate to those functions. We are in a very difficult period. This is an extraordinary time that requires extraordinary actions from legislators. The functions were transferred to the National Government and Nairobi Metropolitan Services does not fall under the county assembly in terms of oversight. The PIC’s inquiry into the safety of ferries operated by the Kenya Ferry Services started from an audit query raised by the Auditor-General on the audited accounts of State Corporations for the Financial Year 2016/2017. In his Report, the Auditor-General raised that the pulleys on most ferries were defective causing the prowls to be submerged in water. The Executive ought to have put all the required measures in place to ensure that an Auditor-General is appointed and his name submitted to Parliament for approval. It is unfortunate that to date, no action has been taken. Besides the CBK, other entities like the Capital Markets Authority (CMA), the Ethics and Anti-Corruption Commission (EACC), Kenya Power and Lighting Company, KenGen, East Africa Portland Cement and other institutions are required by 30th September 2019 to submit audited reports. It says: “Any House of Parliament may, by resolution, extend the time limit other than a time set in the Constitution for submitting a statement or other document required to be submitted under this Act.” It is in this view that we will request an extension of this period.
