  • 21 Nov 2018 in National Assembly: Hon. Temporary Deputy Speaker, the issue of the quality of audits was also well raised. We have noted that all outsourced audit assignments have revealed unqualified reports while State corporations have been observed to have a number of issues. A good example was the Kenya Power and Lighting Company. If you look at the Financial Year 2012/2013 running all the way to the Financial Year 2016/2017, they are given a clean bill of health. However, currently as we are speaking, senior managers are prosecuted for economic crimes. That tells you that there is a lot that is happening. I am ... view

  • 20 Nov 2018 in National Assembly: Hon. Speaker, I rise to seek your direction on issues that touch on Standing Order No.42A, 42C(1) and No.216(5)(j). The reason for having Standing Orders in the House is to provide orderly conduct in the House for working well. As we are all aware, Standing Order No.42A is clear in the manner in which Members of this House are supposed to ask Questions right from the time they are posing the Questions, delivering a signed copy to the Clerk, where the Speaker approves and determines the Cabinet Secretary responsible for the Question and where the Clerk publishes the Question depending ... view

I seek your direction on this issue with regard to the blatant violation of the Standing Orders where a Member can direct a member of staff to write to any Cabinet Secretary or an independent commission and use human and The electronic version of the Official Hansard Report is for information purposes only. • 20 Nov 2018 in National Assembly: Hon. Speaker, I have raised two issues. The first one is with regard to uniformity in asking Questions by Members of Parliament, which is provided for in the Standing Orders that I have mentioned. view
  • 20 Nov 2018 in National Assembly: I strongly believe that when a Member is supposed to raise a Question, it should be done as per the Standing Orders of the House which is clearly provided for in Standing Order No.42A, 42C and 2659(J). One, it is the manner in which a Member can raise a Question. I have raised this because of the sensitivity of the issue. The Question raised by Hon. Keynan touches on the boarder issue and has led to the loss of 127 lives and destruction of property like schools. The manner in which the Question is asked by being given to a ... view
