  • 14 Nov 2018 in National Assembly: Thank you. I must admit that I am a Member of Hon. Koinange’s Committee. Not all people in this country live in the same kind of environment. Some people live on vast lands owned by communities. There are no plots. The houses we have in the county headquarters in Wajir do not have title deeds and land reference numbers. Introducing this in this Act will mean keeping out Kenyans. The best we can do is the location; the place you were born and the place you live and nothing more than that. That place must also be voluntary. view
  • 13 Nov 2018 in National Assembly: Thank you, Hon. Speaker. The Hon. Member who claims to be a medical doctor seems to have stopped studying science and medicine immediately he left university. There are new discoveries of medicine. Probably, this is one of the things Hon. Duale should educate you on – the value of camel milk. view
  • 30 Aug 2018 in National Assembly: Hon. Deputy Speaker, Hon. Junet has never won even the one that Hon. Duale wears. This is an Islamic hat, but a Swahili one. This one is worn in the cold areas such as the USA, Russia and Afghanistan. view
  • 22 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the approval of the nominees in this list. Most of us who come from areas where the police are seen as enemies of the people know what it is to have an oversight authority that one can complain to. I remember one time when I was still at the university, I was caught by a police officer and I thought it was done wrongly. I said: ‘We are the taxpayers. Why should this happen to us?’ He told me: “Please, do not pay me this month”. That is how these ... view
  • 22 Aug 2018 in National Assembly: Of course, the issues of underfunding and housing are serious matters. Budgets are made by this House. Instead of talking about it every time, this House must rise up and allocate enough funds, whatever is possible, to the police force so that they can be housed, motivated and their salaries increased. They should enjoy the job of providing security that they do. We do not know what happens to all of us at some point in our lives. I interacted with a former member of IPOA and I was told that one of the biggest clients that they have is ... view
  • 2 Aug 2018 in National Assembly: Thank you, Hon. Speaker. We had a lengthy discussion with Mr. Stephen. The media quoted some parts about age which we asked but they were not necessary. It is true that when we vetted Mr. Stephen, we found a Kenyan who has enormous experience. He worked in many places in the country. I was impressed when he mentioned the four corners of my constituency because he worked in Wajir as a District Commissioner. view
  • 2 Aug 2018 in National Assembly: He is a Kenyan citizen. We asked him about the things he wants to tackle in the public service. Some of the things that impressed us were issues of discipline and the fact that public servants hang their coats on their chairs to show that they are present. Two, issues of integrity were of serious concern to him. He informed us that corruption must be dealt with. • 2 Aug 2018 in National Assembly: issues must also be worked on. We are happy about him. We found out that this is an individual who is ready to steer the public service to great heights and improve service delivery. view
  • 2 Aug 2018 in National Assembly: Therefore, I second the Motion. view
  • 12 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. As much as we are increasing funding for technical institutions, what is important is the content of the curriculum. It is good that the Chairperson of the Departmental Committee on Education and Research is here. We cannot have institutions and call them technical training institutes when The electronic version of the Official Hansard Report is for information purposes only.
