Mr. Deputy Speaker, Sir, I am much disturbed by the kind of divide that came about, especially after the invitation here of President Omar Al-Bashir of Sudan. Kenyans have taken different directions and are tearing the nation apart. It is high time that we, as Kenyans, were able to talk together and agree on issues which could divide us, and move together as a country; it is not necessary for us to wash our dirty linen in public. I am happy to have the Tharaka Nithi County under the Constitution. Indeed, it is one part of the larger Meru region that has always been looked down upon in terms of planning and resource allocation. The destiny of the people there now lies in their hands; they should also discover that they can afford to tap the potential and the resources that are available in that particular area for the purposes of their development. Mr. Speaker, Sir, the NARC Government in 2003 made a deliberate effort to settle the Ogiek in the Mau Complex. In 2005 and 2006, the NARC Government under the current President gave out titles to the Ogiek in that particular area. Could the Deputy Prime Minister and Minister for Local Government tell this House whether the current exercise going on is for the remainder of the Ogiek who were left or they are the same ones who are to be resettled in that area again?

Thank you, Mr. Temporary Deputy Speaker, Sir. I am really impressed with the answer that the Assistant Minister has already given. My only fear is that these people are likely to continue suffering for the next three years till the completion of the wards. Besides that, most of the funds allocations are usually based on bed occupancy. What interim measures will the Minister take to avail more allocations in terms of funds to this hospital to make sure that other services continue to be given, as they wait for the wards to be completed?

Mr. Temporary Deputy Speaker, Sir, we have seen some other areas where hospitals make some arrangements, so that on some days, an anaesthetist is in those hospitals on some specific days. I know that there is an anaesthetist at Chuka and Meru. Can there be an arrangement where such an officer can operate in Marimanti in one or two days to alleviate the problem that is there? I am also inviting the Assistant Minister in person to go and see the kind of problem that is there, because he is also my friend.

Mr. Deputy Speaker, Sir, you will realise that most of the housing projects that the Minister has referred to are located in the major towns of this country while a number of civil servants are based in the rural urban centres. What action has he taken to ensure that those civil servants too enjoy the services of Government housing?

Mr. Speaker, Sir, the Minister says letters of allotment were issued before the survey was done although they had done physical planning in that area. I am wondering how he released those letters without surveying being done and how these people settled without knowing their proper plots. It is a pity that even now the surveying has not done.
