However, I would like to know from him whether he consulted with the District Information Officer who represents him on the ground. If so, he should not say that he is not aware because I am sure he or she would have told him that is what happens when you are near the Ugandan border. Mr. Speaker, Sir, I thank the Minister for the answer he has given, but in part “a” of my question, I was particularly referring to newly built houses. That is the ones that are newly built and the cost of building or bills of quantity should be provided to the buyer so that he or she is able to compare the cost of the building vis-à-vis the selling price. What has the Minister done to enforce that so that the bills of quantities can be given or exposed to the buyer in order for him to be able to argue ...

Mr. Speaker, Sir, the Minister has said that we do not have any laws which can regulate the selling and buying of property in housing, but his Ministry has been selling some houses which have been built by the Ministry of Housing. I am sure when the Ministry sells houses; they have a guideline on which they base their sale price. I am sure this is in accordance with the building. So, why do you not also use the same guidelines to assist those who are also buying property from private developers?

Mr. Speaker, Sir, the Assistant Minister is not aware that we have private and contracted farmers. In the case of a private farmer, the company has no legal right to confiscate or intercept cane from the private farmer. In case the company intercepts that cane, it is taken to the yard and kept there. He has said that if the farmer proves that this cane is not contracted cane, then he should be given back the cane. When the cane is kept in the yard it loses weight. What compensation is given to such a farmer because of that loss?
