  • 11 May 2011 in National Assembly: Mr. Speaker, Sir, the answer the Minister is giving to this House is different from the answer I have. I would like to bring that to the attention of the Minister. In part “a” the Minister has given the names to this House. Against each name he has also indicated the size of the land owned by the people. Is the Minister aware that the sizes he has indicated on this paper are not the same on the ground? This is because people have encroached on this land. Could the Minister ask the District Lands Officer to go and ascertain ... view
  • 11 May 2011 in National Assembly: Mr. Speaker, Sir, the Minister has indicated to this House that Busia is a border town, and that it is going to be a very busy county town. I appreciate that. As a result of that, you are the Minister for Lands. The answer you gave me was that compensation will be given by the Ministry of Roads. However, in your verbal answer you have corrected that and said it will be given by the Ministry of Transport, which is the correct position. Can you, as a sign of collective responsibility, consult your colleague in the Ministry of Transport, so ... view
  • 11 May 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The hon. Minister has indicated that Busia airstrip is very close to his home. When he says that we should revert to using Sega airstrip, I think that is not fair to people of Busia. We need one at Busia Town because Busia is a County. Sega is just a small market. So, he cannot reduce our County airstrip and urge us to use a village airstrip because it is in his village. view
  • 4 May 2011 in National Assembly: asked the Minister for Agriculture:- (a) why the Managing Director of Mumias Sugar Company has been forcefully and illegally confiscating equipment used in making “ sukari nguru ” within the sugar belt; (b) when the machines will be returned to the owners; and, (c) what fair efforts the company is making to ensure farmers do not divert their cane to “ sukari nguru” makers. view
  • 4 May 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. In Part “b” of his response, could he table documents to prove that the case is in court? view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, since the Assistant Minister does not have any papers to prove that the case is in court, is he in order to say that the case is in court? He does not have any evidence to prove the same? Secondly, is he aware that the management of Mumias Sugar Company takes away the machines and equipment from the millers indiscriminately, regardless of whether they are licensed or not? So, could he give a guarantee to this House that MSC will only take away machines of those who are unlicensed? This is a free market and ... view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to ask the Assistant Minister whether he knows that there are farmers who are doing their trade privately and have not been contracted by Mumias Sugar Company. These farmers have a right to sell their cane anywhere because they use their own resources to do cane farming. When these goons confiscate cane from farmers on the road, they discriminately pick these handcarts and the contents and take them away. Could he ensure that they respect the rights to the private farmers? view
  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, I belong to a Committee of this House, the Labour and Social Welfare Committee. We visited the projects that the Minister has told this House that they have been completed. I want to bring to her attention the fact that the records she was given by those who wrote them are wrong! That is because on the ground, we saw them practically. For example, in Busia, the projects that she has said have been completed are not yet complete. Only one project has so far been completed. That is the radio station in Budalang’i. The rest are ... view
  • 20 Apr 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this Motion. We wish to congratulate the Government most sincerely for thinking about poor Kenyans who could not afford to take their children to school and, as a result, it introduced free primary education. That has enabled many parents to take their children to schools. As it has been said, the Ministry has done its best to ensure that funds are released to schools depending on the enrolment. But it was just yesterday when we were complaining about the cost of living in this House. ... view
  • 20 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to thank the Minister for that information. Well, as a Kenyan I think I was also just entitled to know what you have told us, that the matter is in court. Finally, we should be able to improve the performance in our education. We should be able to give incentives to our teachers, particularly the primary school teachers. We should have a scheme of service for them. In secondary schools, something is going on now and they can move up the ladder. They have Principal I, II or III, Senior Principal and ... view
