15 Apr 2010 in National Assembly:
it is assumed that the farm gate is the area of his or her farm where the tractor enters to carry the cane or leaves with cane. That is the farm gate. So, do not mislead us by saying you do not know the meaning of farm gate.

15 Apr 2010 in National Assembly:
Mr. Speaker, Sir, the Assistant Minister says that they have sent regulations to the Attorney-General for gazettement. My colleague has already said that ten years down the line, the story has been the same and farmers have continued to suffer?

6 Apr 2010 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir for giving me this opportunity. I want to say from the onset that I support the proposed Amendment Bill. This Bill is coming at a very appropriate time. For the last two days, Wild LifeP ublishers and two authors; a woman from America called Nicole Braddock who is a survivor of sexual violence and a lady called Abemeni Sarusi from the UK and originally from Nigeria, and I, have been working towards creating awareness on issues of sexual violence against children and trafficking through the launch of their books Harsh and

respectively. I want to say and agree with the Minister for Justice, National Cohesion and Constitutional Affairs when he says that whenever we talk about witness protection, many of us think it has to do only with the ICC. For me, I want to move away from that because we are putting too much emphasis there. My challenge to the hon. Attorney-General is that he will have to create adequate space because he will have several witnesses to protect. These will be witnesses in the name of children who have sexually been abused. I will give you two examples. One ...

6 Apr 2010 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I was talking about the issue of counter trafficking in persons; that is very prevalent and I was indicating that Kenya is not only a growing hub as a transit point and a source and as a destination country. Indeed, I have actually brought a Bill that will be coming before this House on counter trafficking in persons, and I am also happy to note that the Government has actually brought another one on international organised crimes which will go hand in hand with this Witness Protection (Amendment) Bill. I will not speak ...

1 Apr 2010 in National Assembly:
Thank you, Mr. Speaker, Sir. I want to oppose this amendment because the fact that everyone has a right to propagate their religion or convert from one religion to another is already covered under religious freedom. However, the second amendment makes sense but it can be covered under legislation. I think one of the things that we are losing sight of, which also came in hon. Mwathiâs proposed amendment, is that the Draft Constitution actually allows for legislation that will limit some of the rights to the extent that it is necessary in an open and democratic society and that ...

1 Apr 2010 in National Assembly:
Mr. Speaker, Sir, I wish to support the Motion. We owe it to Kenyans to do our duty, and do it well. Even though yesterday we did not pass this Motion, I know that a wise man and woman is a person who can change their mind. Whether we pass what we have before us now by Guillotine or through discussions requires more time than we have up to 6.30 p.m. We will create a crisis if we do not do that. I, therefore, support.

1 Apr 2010 in National Assembly:
Mr. Speaker, Sir, I wish to second this amendment. As the PSC, we did not intend to legislate for this and it must have escaped our attention. We have absolutely no intention of legislating on child marriages. Even though people are saying that we are engaging in an exercise in futility, I do not think so because this will form part of legislative history. In future, should we want to amend this, it will be on record that we opposed child marriages. Mr. Speaker, Sir, I would also like to encourage the Attorney-General that if we do not raise the ...

1 Apr 2010 in National Assembly:
Thank you, Mr. Speaker, Sir. I beg to second this amendment. In seconding it, I want to note that I listened very carefully when people were talking about the issue of regional governments. One of the reasons for opposing them was that people said they would balkanize the country. If our intention is not to balkanize the country, this Article, actually, would achieve that; it will prevent balkanizing of the country along ethnic lines. It is actually a problem for those of us who are in cross-cultural marriages. How will you define my children if they want to own community ...
