  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am very happy with the answer given by the Minister for Industrialization, particularly because he has specifically mentioned the things that are troubling Webuye Pan Paper Mills. He has talked about cash injection, the biomass project, royalties, cost of electricity, duty on imports and the issue of imported papers which are competing with the locally manufactured papers. He has also talked about the consideration of waiver on duty on imported materials that are necessary for the manufacture of paper. I am also grateful--- view
  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am coming to that. I am highlighting this because it is very important. These are mere promises. I remember that on 25th July, 2005, the then Minister for Environment and Natural Resources promised to issue a licence for the manufacture of paper for the company. Up to now, the licence which expired in 2003, has not been renewed. This is normally a long-term licence; it was first issued on 31st December, 1974 and it expired in 2003. Secondly, because of that, the company has no plans for the wood which is necessary to manufacture paper. ... view

  • 30 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am looking at a disaster situation and we have a lot of water going into Lake Victoria. We can utilise that water. At the end of the day, people suffer because of flooding. I am also saying that we can control that water through those dams, by producing electricity. That can be a better way rather than allowing the water to simply flow into Lake Victoria. I would like to know whether there are plans to utilise that April 30, 2008 PARLIAMENTARY DEBATES 751 water to produce hydro-electricity. view
