Yes, the Galana-Kulalu Irrigation Project belongs to the ADC, the Agricultural Development Corporation. That land is almost 1.4 million acres.

Yes, because the ADC exists by an Act of Parliament. It squarely lies in the Ministry of Agriculture, Livestock and Fisheries. But the National Irrigation Board (NIB) has taken part of the land which belongs to the ADC.
