  • 16 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was aware that Hon. Sophia was in Gatundu North Constituency with Hon. Wanjiku Kibeh, representing us there at the Huduma Mashinani Services. We support that particular project. It is doing a lot. I rise to reply to this Motion. I have listened to various contributors and very important issues and concerns have been raised by Members. The call of action has been referred to. I want to go through four issues they have raised. On the question of single mothers, Members have applauded the fact that we are calling for a Widows Bill ... view
  • 16 Aug 2018 in National Assembly: including those of his own constituency. He said he is a father of daughters and his daughters should not be hearing those kinds of statements, but I appreciate the fact that he nevertheless supported the Report. We cannot compare ourselves with the Arab world. We want to compare Kenya with the best. We have been a reference point in some of the initiatives that the Government under His Excellency Uhuru Kenyatta has come up with, especially the 30 per cent which is a showcase reference point. The Huduma centre services have earned various awards world over. I think even the ... view
  • 16 Aug 2018 in National Assembly: As I wind up, I want to acknowledge the support this Motion has received. Hon. Temporary Deputy Speaker, you have guided us well from your seat and I am happy that I am moving it when the Hon. Temporary Deputy Speaker is the Hon. Member for Kibwezi East Constituency for a second time. We want to have more women sitting in the places that we are. Hon. Lesuuda, thank you very much for supporting and we know the challenges you faced to come to Parliament. Hon. (Dr.) Nyikal made extremely good points, Hon. Ndindi Nyoro, the youth Member from Kiharu ... view

  • 15 Aug 2018 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for giving me an opportunity to say something regarding the services that we are being provided for by the Kenya National Assembly and Parliament as a whole. I add my voice to that of Members that have talked about office facilities that we have been using. You are aware that as soon as one gets elected, there are high hopes that they are coming to the Parliament of the Republic of Kenya. It becomes a shock for new Members. First and foremost, they come and they have to scramble for even office ... view
  • 15 Aug 2018 in National Assembly: I agree with those who are saying that, clearly, we need to be managed by people you can exchange and interact with at the same level or in a manner that you feel you are not prying into persons that are not supposed to be offering services. I have made calls to be provided with seats. There is a selective manner of putting chairs in offices. Why do we not have processes that automatically know that Member No.1 from this constituency has been given a desk? Why should it be me or my personal assistant calling when they know we ... view
  • 14 Aug 2018 in National Assembly: Thank you, Hon. Deputy Speaker and Chair for allowing me time to second the Motion as moved by the Chairperson of the Committee on Delegated Legislation. view

  • 14 Aug 2018 in National Assembly: The Chairperson has enumerated several reasons why the regulations should be revoked. I would like to emphasise the fact that when these regulations, though very belatedly came into operation, there was a huge public outcry. One of the reasons was the punitive measures that the regulations were proposing. You have heard from the Chairperson that the penalties that were being proposed, both custodial and monetary, exceeded what the Energy Act provides. So, from the outset, it is obvious that the regulatory authority did not do its homework even to compare the proposals that it was bringing forward with the parent ... view
