I want to bring the angle of limitation of the statute law because we have had cases that have not been compensated. Considering that we have a renewed agreement, those cases that were not addressed previously need to be looked back and compensation, where possible, including criminal responsibility, pursued by the Liaison Committee and the Government, as the hosting nation. view

The most criminal are the rape cases that have resulted to children being born. We have people who are now adults. We need to know if they are Kenyans and if they are, what compensation have their parents received and what have they received individually? I support this Bill. I was a victim of election violence and to date that case has not been concluded. Acts of destroying election materials and even defacing of candidates’ adverts still exist. Pulling down of candidates’ materials should be well catered for in this law. I want to support it because the regulations are timely now that the country needs to raise sufficient funds for development. As we debate, it is important to say that there is still a challenge in the way we collect and manage our revenue. Collecting is one thing and managing the revenue is another. They should assess its impact on education performance and even on the number of school dropouts to establish whether there is any correlation brought about by the presence of these games. We have raised the same concerns in my constituency. Schools administrators do not seem to know what to do in terms of disciplining the children. They are reluctant because they seem to be part of the cartels that are benefiting from the funds received from gaming. I want to agree with most speakers that the expenditure amount reflected in this Bill should be released to projects as quickly as possible. We may have money allocated to projects but the implementation process takes long.
