Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to support the Kenya National Examinations Council (Amendment) Bill, 2015. At the same time, I would like to thank hon. They need to go to middle-level colleges or universities. So, we need to know what is going on. This directive should work so that we can know that the systems of the Government are working. They should be adhered to so that things can go in the right way. So, these parameters are going to open up the education system to every individual in the Kenyan society to ensure that they have acquired the knowledge they want. With that, I support.

My concern is: I do not see the reason why the Committee and the Chairman want to reduce from Kshs10 million to Kshs5 million. This is the only way that it is going to deter guys who are ready to mess and know that the fine is only Kshs5 million. This is the only preventive gear for them. It has to remain at Kshs10 million.

I support the amendment that has been proposed by hon. Mule. Marriage is an institution that I and my partner agree to get into. Once we have entered that institution then we cannot delegate responsibilities thereof. It is automatic and moral. It is a moral right that the child has to be taken care of by both of us. I want us, as a House, to think of a situation where--- You know marriage is not a bed of roses.

If you listen to me as a mother, you will see where I am coming from and where we are going. They are following each other from Clauses 2, 3 and 4 going down. After all these have been passed and then you tell me to confine myself to Clause 4, and then I will not be relevant. I have to state what I was saying.
