Mr. Speaker, Sir, I am not very sure that I got the hon. Member's question. But I said that whenever there is need for investigations to be carried out by our partners, it must be done in conjunction with our forces. They cannot do it on their own.

Mr. Speaker, Sir, I have not confirmed, at any point of my answer, that Mr. Ahmed Suroor was kidnapped by police. He reported that he had been kidnapped and we carried out investigations. Those investigations did not reveal that there was kidnapping or torture. Regarding the issue of compensation, when a case has been finalised, the person affected can sue for compensation.

Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the residents of Matungulu Division of Machakos District are in the process of building a district officer's office which will accommodate four departmental heads when complete. (b) The DO cannot move into that office because the proposed offices at Kisukioni Market are incomplete. (c) The DO with the departmental heads will move to the divisional headquarters as soon as the proposed offices are complete. As of now, vital facilities are yet to be constructed.

Mr. Deputy Speaker, Sir, we will consider doing that as soon as some of the facilities which are necessary are complete. We require about two to three houses to house some of our askaris . We also need toilet facilities which have not been done. When this is done, we will definitely send the officers there.

Mr. Deputy Speaker, Sir, districts will get about Kshs2.1 million. If the hon. Member could liaise with the District Commissioner, then that money could be used to complete the construction of those offices.

Mr. Speaker, Sir, I beg to reply. (a) I am not aware that the unit was disbanded. However, I am aware that the unit was relocated to Ngomeni area in Mwingi District after consultation with relevant Government machinery, including the District and Provincial Security Intelligence Committees. (b) The unit was relocated after incidents of cattle rustling in Endau area were put under control. The role of the Anti-Stock Theft Unit is operational and not static. They are normally located in an area on a need basis. Once they accomplish their assignment, they are normally detached or relocated to other areas. ...

However, I am aware that isolated cases of thuggery, which have always been dealt with promptly as soon as they are received, were reported. (b) Overhauling the security personnel is not in the best interest of the district as they are doing a commendable job. However, we are considering increasing the security personnel in the area and members of the public, including the hon. Mr. Deputy Speaker, Sir, if the police officers arrested one of the thugs yesterday, it means that they are working, and that is what I have confirmed. But I have said that we are not aware that there is a gang called Kilunda . There are criminal activities going on in the district but we have police officers on the ground. Therefore, whenever any incident is reported, proper action is taken. I have also said that we have arrangements to increase the number of police officers working in that area.
