Mr. Temporary Deputy Speaker, Sir, as I had already said, I wish to move an amendment to this Motion. Before I do so, I wish to say that the intention of the Motion is good. It supports what the Government is doing. We need to harmonize our actions so that we move on together. In the Motion that we have before us, it give 74 as the number of districts that are currently operational. However, the true position is that we have 71 districts. Mr. Speaker, Sir, I beg to reply. (a) I am not aware that the Government Spokesman was escorted by a convoy of eight vehicles and motorcycle outriders during his visit to Kisumu on 4th April, 2006. (b) What is referred to as a convoy was, in fact, transport vehicles for 24 local and international journalists who had accompanied the Public Communications Secretary or the Government Spokesman to a tour of projects in Kisumu. (c) There was no extra expenditure in respect to the visit other than the normal routine 1264 expenses by the District Security Intelligence Committee (DSIC).

Mr. Speaker, Sir, I have already said that the Government Spokesman was on a tour of development projects in Kisumu. He was free to be accompanied by any reporter from any media house he chose to travel with.

Mr. Speaker, Sir, there is no luxurious spending that has been portrayed by the answer I have given. The Government Spokesman was on an ordinary inspection tour of Government projects. He took along with him people from the media. So, I do not know how the issue of luxurious spending comes in.

Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware that the officer was dismissed from the service on 4th January, 1999, and not on 5th January, 1999, as stated. (b) The ex-police officer, Corporal David Lujanji Amakanga, was dismissed for poor disciplinary record that had made him a liability to the Kenya Police.

Mr. Deputy Speaker, Sir, we have the details of the offences that were committed by the police officer. I also wish to state that before he was dismissed, he was served with two warning letters, namely, on 8th January, 1997 and on 18th September, 1997. The details are as follows:- (i) On 16th January, 1983, the officer was found guilty of an act to the prejudice of good discipline and was fined Kshs50.
