On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to mislead the House by mixing the issue of cattle rustling with the issue of SPLA? Is he trying to tell us that he has delegated the issue of cattle rustling to the SPLA platoon at the site?

Mr. Speaker, Sir, from the revised figures provided by Mr. Kiunjuri, the cost of paying the Assistant Ministers is over Kshs10 million per month. Is the Prime Minister convinced that answering Questions, reading speeches that are not very interesting and acting as voting machines is sufficient work for the funds that are allocated to pay these Assistant Ministers?

Mr. Temporary Deputy Speaker, Sir, I wish to add my voice in supporting the Vote for the Ministry of State for Special Programmes. I would also like to echo what the hon. ole Metito has mentioned in terms of the need for having better co- ordination of the Ministries in the districts. Given that District Commissioners are jacks of all trades and masters of none, the questions directed to this Ministry tend to be problems of food distribution. Thank you, Mr. Temporary Deputy Speaker, Sir. I understand that I am not bright enough, but could the Prime Minister confirm to the House what safety measures he has put in place so that there is no double dishing out by civil servants, where the youth are paid once and the accounting is done twice? The youth might have the money but the accounting will be done by the Provincial Administration.

Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the Budget Speech. First, I would like to congratulate the Minister for Finance for walking the talk. For five years, he was giving us the alternative Budget as the Leader of the Official Opposition. He always said that we should be devolving funds. Now that he was given the opportunity, I am glad he did not act like a regular politician by walking the talk and devolving the funds. Mr. Speaker, Sir, whereas I agree that it might be difficult to become a Cabinet Minister, I wonder whether immediately you are appointed you would have already met the challenges. Is there a recourse clause where persons who have received these awards and then acted in contravention, can have them withdrawn!

Thank you, Mr. Speaker, Sir. The Deputy Prime Minister and Minister for Local Authority admitted in his Statement that some of the councillors who took you to court, were reinstated by the court. Those who were reinstated, at least in Nairobi, have not been paid for the period between when they were reinstated and your new revocation of last week. When do you intend to pay them for the work they did between August and May this year?
